Well isn't this just a lovely thing to say

The whole point of nuclear deterrence, just the same as the point of capital punishment (although I don't agree with either concept) is that it will be used in proportion to the action or imminent action of the opposing force. To say that conventional force will be met with nuclear retaliation just because the purpose is terror is an incentive for proliferation among developing nations just as much as Bush's insane attempts at creating bunker-busting nukes are. The nations that would support such actions aren't going to just stop supporting them because of this statement, rather they'll make sure that they build some nukes, publicize the fact to the work, and then launch the attacks. Sometimes I wonder if there are any sane world leaders left out there.
